By the look of it your cable box is the culprit allright and there is but one way to reboot it ; Pull the cable box`s power cord off the wall outlet (cable box only) for a minute. In the mean time turn off the tv and turn it back on only after you plug back the cable box power cord.

If it is for your account you need to still contact uverse tech support (800-288-2020) to find out when you service is to be activated. Until then you cannot use the equipment.
