Japanese Set isn't the worst but doesn't get best flames. In my self progression, I got that set because it was satisfying to craft everything - but I'd recommend Pensalir -> VL -> Cyg tbh. I'd also recommend using Sweetwater weapon instead of the set weapon. If you plan to be quick with your progression, just go straight to VL and skip Cyg.
