Electric is subpar on single target but pretty OP on multi. Fire performs well on both. It will ultimately boild down to what support you would rather have. Electric is a great healing power, Fire is not the greatest tank. There are good Fire tanks out there but they are few and far in between. Can't lose either way.

Electric has the best burst heals in the game, but the player needs to know how to use elcetric and its PIs to get the full efectiveness of it. electric is probably the hardest healer power to use, but if you get the hang of it, it is easily the best healer power in game.
